About the job

The Cabinet Office is the centre of government. Its Purpose is: to maintain the integrity of the Union, co-ordinate the security of the realm and sustain a flourishing democracy; to support the design and implementation of HM Government’s policies and the Prime Minister’s priorities; and to ensure the delivery of the finest public services by attracting and developing the best public servants and improving the efficiency of government.

The role of Cabinet Office Digital is to enable and transform the Cabinet Office. There has been in the last few years an ever-increasing dependency on technology, use of data and more efficient transfer of data between government departments.

This role will deliver the CDO function to the Cabinet Office and its agencies and will provide advice and assurance on digital, data and technology matters to a range of Arms Length Bodies aligned to the Cabinet Office.

The portfolio of the Cabinet Office is broad and complex.  Complex stakeholder management is a key part of this role as well as the ability to work with commercial partners.

There are a number of change programmes underway to provide replacement or new capabilities, this is a leadership role working to transform the Cabinet Office using digital data and technology.

The Chief Data Officer is responsible and accountable for defining, maintaining, and driving the adoption of human and machine-ready enterprise data and information architectures, technical standards and tools across the Cabinet Office. The postholder will own the direction and coordination of the Data function to lead and cohere across the operational environment and all business functions that will enable outcomes: defining how to access data in a consistent and standardised manner, leveraging Cabinet Office’s investment in technology, enabling the agility to adapt and ensure that data is dynamic and can flow across platforms for pan-Cabinet Office exploitation and re-use.

This role will ensure that programmes and projects pan-Cabinet Office will be supported in designing and developing mature data models in line with the overarching data assurance and enabling advanced exploitation capabilities.

The role will set the standards and ways of working for the data community and champion data and information architecture across Government and with Partners. The post holder must also partner and link internally across Cabinet Office and wider Government and ecosystem architects to leverage and be a driving force in presenting best practice around data and information architectures.

The Chief Data Officer will provide strategic leadership that drives accountability and responsibility for the Cabinet Office’s information protection and privacy, information governance, data quality and data life cycle management along with the exploitation of its data to create value for the organisation.

 

Job description

Working with the Chief Technology Officer (CTO) to drive the direction and coordination of Data and Information Architecture within the Cabinet Office. This will encompass the leadership of a data specialists team responsible for the data and information architecture that underpins the Cabinet Offices data systems, paving the way for advanced exploitation capabilities. The Chief Data Officers role is pivotal to the definition and delivery of the Data Strategy, driving Information Advantage and ensuring the Cabinet Office fully leverages data as a strategic asset. This role is also part of the wider CDIO Directorate Leadership team, working closely with peers to enable and transform the Cabinet Office through the provision of exemplary digital, data and technology products and services.
