People Analytics and Insight (PAI)

HMRC is the UK's tax, payments and customs authority, we have a vital purpose to collect the money that pays for public services and help families and individuals with targeted financial support.

The People Analytics and Insight team (PAI) was established in 2019 as a Directorate within HR. The Vision of the Directorate is to 'deliver people insight and analytics to enable HMRC to shape its future through the use of evidence-based decision-making'.

HMRC is a significant employer, with 65,000 staff, and therefore people analytics plays an important part in driving change and shaping the future of the organisation. The team was formed specifically to bring a different way of operating to HR and to facilitate greater rigour in the successful delivery of key programmes.

Job description
This role sits in the Analytics and Insight team within PAI. This team is responsible for carrying out both quantitative and qualitative analysis and insight on HMRC people data. PAI services include: modelling, forecasting, optimisation, research, survey design and implementation and focus groups.

This role oversees the delivery of these PAI services, focusing on quantitative analysis methods. You will take personal responsibility for leading and delivering a variety of projects, ensuring that business needs are met.

Responsibilities
Key Responsibilities

• Interpret business needs into analytical requirements.

• Identify, use and be innovative with appropriate analytical tools and techniques to support optimal project delivery.

• Breakdown high level ideas into smaller logical steps with a strong attention to detail to ensure outputs meet quality standards.

• Effectively set priorities, objectives and timescales for project work. Communicating these appropriately with key stakeholders.

• Collaborate and effectively communicate with senior stakeholders to ensure user needs are met and expectations are managed.

• Support and mentor the team to deliver projects and develop their analytical skills.

• Line Management responsibilities of data analysts.

• Ensure analytical outcomes are aligned with PAI & HMRC vision and strategy.

Essential Criteria

You would be expected to have experience and demonstrate the following essential criteria:

• Experience of using statistical software packages such as SAS / R / SPSS.

• Experience of designing analytical projects, pulling from a knowledge of a variety of techniques.

• Experience in accurately estimating resource required to deliver analytical projects and considering the most efficient use of resources.

• Experience of supporting and coaching less experienced analysts to develop their skills.

• Degree level / equivalent qualification in a numerate/related subject, or recent proven experience working in an analytical or data science field for a minimum of two years.

Experience of three or more of the following techniques:

- Manipulating large datasets.

- Predictive analytics.

- Segmentation analysis.

- Hypothesis Testing.

- Data modelling.

- Optimisation.

- Simulation.

- Machine learning.

Desirable criteria

• Line management experience.

• You can build effective working relationships with a wide range of stakeholders.

• Experience analysing Equality, Diversity & Inclusion people data.
