The People Analytics and Insight (PAI) Directorate was established in late 2019 as part of HR within HMRC. The Vision of the Directorate is to 'deliver people insight and analytics to enable HMRC to shape its future through the use of evidence-based decision-making'.

These roles sits in the Analytics and Insight team within PAI. This team is responsible for carrying out both quantitative and qualitative analysis and insight on HMRC people data. Activity includes, modelling, forecasting, optimisation, research, survey design and implementation and focus groups.

HMRC is a significant employer, with 65,000 staff, and therefore people analytics plays an important part in driving change and shaping the future of the organisation. The team was formed specifically to bring a different way of operating to HR and to facilitate greater rigour in the successful delivery of key programmes. This role oversees the delivery of this activity, the professional standards and the innovation applied to find creative ways to deliver highly effective solutions.

Job description

These are mixed methods roles and will support a mix of data analysis and qualitative research:

Responsibilities

Duties and Responsibilities:

  • Understand HMRC's HR Business need for sound analysis to deliver people insight and analytics to enable HMRC to shape its future through evidence-based decision-making.
  • Work with a project lead to interpret user and business needs, ensuring analytical outcomes are aligned with service vision and business strategy.
  • Take personal responsibility for delivering a variety of analytical projects, ensuring that business needs are met.
  • Work in an agile way to define, build and deliver analytical projects.
  • Undertake measurement activity to evaluate the effectiveness of CPO programmes.
  • Challenge constructively and act as a critical friend to achieve solutions that are fit for purpose.
  • Facilitate collaboration and effective communication with all stakeholders to support design, build and deliver to meet the user needs.

Essential Criteria:

  • Experience of using statistical software packages such as SAS / R / SPSS.
  • Project management skills.
  • Stakeholder engagement skills.
  • Experience of qualitative data collection and analysis.
  • Experience of survey design and implementation.

Experience of two or more of the following techniques from one of the categories below:

  • Manipulating large datasets.
  • Predictive analytics.
  • Hypothesis Testing.
  • Data modelling.
  • Optimisation.
  • Simulation.
  • Machine learning.

Desirable criteria:

  • Skills in designing dashboards and using Qualtrics or other survey programming software.

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. You will get more detail on this as part of targeted locations move communications.
