Job description

This is an exciting time to join a Programme which is responsible for delivering a transformational change over the next five years and is expected to bring significant improvement to UK borders through a Single Trade Window, a critical requirement which has strong ministerial support. The Programme is classified as a Government Major Programme, is at the start of its change lifecycle and so is an ideal time to join the team and really influence its success.

This role is one which will suit an individual who enjoys a challenge and an opportunity to broaden their skills and experience in a high-profile transformational change, in particular research and leadership to identify relevant information and data, and subsequently analysis skills (with emphasis on Excel) to determine if/how that research can be applied to demonstrate how STW will benefit UK Trade, HM Government departments (eg HMRC, Home Office, DIT, and DEFRA), and the wider economy, in accordance with HM Treasury Green Book guidance.

The role is part of a small team within the Programme which is responsible for demonstrating the estimated benefits and the realisation of them, how it influences the funding position for the Programme, and how the benefits align with the wider evaluation and success monitoring of the entire Programme delivery. However, it also offers a unique position of developing close working relationships with other data analysts and colleagues with a variety of government departments through visible and effective leadership, to extend the team to a wider collaborative team working together to determine the best analysis to support STW benefits.

This cross departmental collaborative working therefore has a dependency on the job holder developing a clear vision, standards, and champion the use of best practice benefits management standards, tools and processes. Consequently, this role requires an individual who has the skills and experience to build strong networks, both internally and externally, through excellent communication skills, both verbal and written, and should have the ability to explain/communicate complex matters clearly and succinctly to colleagues at a senior level.

Responsibilities

  • Work with Stakeholders and wider benefits management community to ensure benefits are identified, understood, owned and maximised. Briefs key stakeholders ahead of benefit reviews.
  • Apply strong analytical skills to identify appropriate data and establish relevant calculation models to ascertain suitable benefits, which will be accepted by stakeholders and will stand up to formal assurance scrutiny.
  • Engage with organisations portfolio office to enhance and improve benefits management best practice.
  • Encourage creative thinking and support to identify benefits/disbenfits and processes or methodology to quantify and measure with sufficient confidence.
  • Keep knowledge of good working practice up to date, particularly in accordance with HMT's Green Book, and expectations of assurance and governance points.

Essential Criteria

  • Analytical and problem-solving skills - You understand how to apply basic techniques for analysis of research data and synthesis of findings. You know how to involve your colleagues in analysis and synthesis. You can present clear findings that colleagues can understand and use. Excel is a key tool which you should be proficient in.
  • Communication skills - You can translate and communicate accurate information to technical and non-technical stakeholders. You know how to facilitate discussions within a multidisciplinary team, with potentially difficult dynamics. You can advocate for the team externally and manage differing perspectives.
  • Data modelling - You can produce data models and understand where to use different types of data models. You understand different tools and can compare different data models. You know how to reverse-engineer a data model from a live system.
  • Data visualisation - You know how to use the most appropriate medium to visualise data to tell compelling and actionable stories relevant for business goals. You can present, communicate, and disseminate data appropriately and with high impact.
  • Logical and creative thinking skills - You know how to determine the appropriate remedy and can help to implement it as well as preventative measures.
  • Quality assurance, validation, and data linkage abilities - You can recognise and identify appropriate ways to collect, collate, and prepare data. You can decide if data is accurate and fit for purpose. You know how to do your own data preparation and cleansing with limited guidance.

Desirable Criteria

  • Data management - You understand data governance and how it works in relation to other organisational governance structures. You can participate in or deliver the assurance of a service.
  • Project management - You know how to apply your knowledge and experience of project management methodologies, including tools and techniques.
  • Assurance and Governance - You have an awareness and understanding of the assurance and governance points which must be adhered to within a major change delivery programme.

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. You will get more detail on this as part of targeted locations move communications.
