RIS PCD Projects & Profiles (P&P) is part of HMRC's Risk and Intelligence Service, located across five National Profiling Centres that lead on the design and development of high-risk profiles, delivering hundreds of thousands of data led compliance cases to front line colleagues every year.

Projects & Profiles is a fast-paced area which embraces creative thinking and this is an exciting time to join our expanding team.

Our business provides analytical expertise to policy and compliance partners across Government - and we're not just about taxes. Recently, the team have been heavily involved in priority COVID response work, ensuring that money is available to support businesses and individuals through the pandemic. Our analysts are also developing profiles to support HMRC's strategic risking evaluation of organised crime, money laundering, environmental taxes, offshore banking, Cryptoassets, online gambling, the impact of Brexit and the roll out of Freeports.

Job description

You'll have access to one of the biggest data platforms in UK government. This will allow you to lead on the exploration of a range of sophisticated data sets using a variety of analytical tools and techniques. You'll work with teams from RIS, Customer Compliance Group (CCG) and across HMRC, enabling you to be at the forefront of tax fraud, evasion and avoidance. Your analysis will support frontline colleagues across CCG and HMRC to deliver our Compliance strategy.

Our Data Analysts need to have real passion for analysis, an innovative approach, the ability to question risk profiles and enhance analytical products to maximise revenue. You'll fully exploit new data and technology, to ensure that a wide set of innovative opportunities are explored; evaluating options, impacts, risks and solutions to provide clear problem definitions. You'll be helping us to identify and predict patterns of behaviour and understand emerging trends.

Person Specification

Qualifications

All candidates, including existing Civil Servants, must have at least one of the following:

  • A first or second class honours degree (2:2 minimum) in a subject containing formal mathematics and / or statistical training (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography, Computer Science or similar). Candidates may apply in their final year of study whilst they are still awaiting their degree result, however, formal offers will not be made until receipt of confirmation of the degree result.

OR

  • A graduate diploma of the Royal Statistical Society.

OR

  • Relevant previous experience of delivering analytical projects in an analytical or statistics related field. Candidates will demonstrate their knowledge and experience in delivering analytical projects across their CV/statement of suitability and at their Interview in how they meet this criteria.


Candidates who do not meet one of the above will not progress to the sift stage of the campaign.

Essential Criteria

You're comfortable learning to use new tools and large data sets, including taxpayer, government, public and commercially available data.

You have proven ability to:

  • use software to manipulate and analyse data. For example, using Excel or other software to merge, analyse and consolidate data using pivot tables, functions and charts
  • use data analysis effectively to inform decision-making or achieve a business outcome
  • effectively communicate using verbal, written and presentation skills to technical and non-technical audiences
  • work with challenging, non-analytical stakeholders to determine the overall scope and requirements of analytical work
  • manage conflicting demands and priorities and deliver to tight deadlines.


The post holder will be expected to travel away from the office and undertake (occasional) overnight stays.

The post holder will be expected to remain in the post for a minimum of two years.

Technical skills

We'll assess you against these technical skills during the selection process:

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. You will get more detail on this as part of targeted locations move communications.
