HMRC's Chief Data Office (CDO) sits within the Chief Digital Information Officer Directorate and is central to developing a data led organisation in HMRC. We work with teams across HMRC to manage, protect and exploit its data effectively to maximise revenues, transform tax and payments and create a professional efficient and engaged organisation.

Job description

You will promote data management and governance, to support service delivery and policy decision making across HMRC.

You will play a key role in supporting business areas in understanding, identifying, improving and reporting on their data quality as well as defining and implementing new controls and performance metrics.

You will work with process owners and key stakeholders on specific data quality projects to improve data governance and data quality across HMRC. You will ensure our data is fit for purpose and properly protected and that data risks are effectively identified, managed and mitigated.

Responsibilities

Corporate Governance

• Implement an enterprise-wide data governance framework including a comprehensive set of data policies and standards.
• Promote data quality reporting and associated metrics across HMRC.

Data Quality

• Develop a strategic approach to the management, assurance and reporting of data quality and master data in HMRC, working with our data quality analysts.
• Utilise metadata and the benefits it brings to the data quality process.

Customer Master Data

• Assist in supporting HMRC's new Master Customer Data Management (MDM) programme to ensure data consistency across multiple systems.
• Work with peer groups, sponsors and stakeholders to implement business processes and policies that will support a successful master data strategy roll out and continual master data quality improvements.

Management

• Lead, inspire and manage a team that aligns their personal performance objectives with strategic goals.
• Promote the sharing of knowledge to ensure consistent delivery of data management and foster a culture of continuous improvement.

Essential Criteria

The ideal candidate

You will already have experience in data governance, data quality and insight into the techniques and tools used to support this.

You will be confident with engaging with both technical and non-technical audiences and be able to influence in this area.

You will already have knowledge and experience of:

• Data governance within medium to large organisations;
• Data Quality Management, Master Data Management and Metadata Management;
• Delivering data quality improvements at pace;
• Data quality analysis and profiling within large datasets, and
• Performing data quality investigations, diagnosing the root causes and making recommendations.

Desirable criteria: Desirable skills and experience

Ideally you will also have:

• TOGAF or similar industry recognised qualification;
• Understanding of GDPR and its compliance and controls;
• Knowledge and experience of data architecture and data modelling concepts;
• Experience and technical ability when using data analysis tools and coding languages, such as SAS Data Quality tools and data manipulation languages ie SQL.;
• Understanding of Data Visualisation tools: experience in building dashboards, and
• Relatable degree (where skills are transferable).

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period.
